Cutting tool – Can someone pls identify this tool for me..

I know for sure that a sawzall is not usefull here. Because the tire has metal screen inside which makes it cutting very tricky. The tool must be very specific. We cannot have it smoking while sawzall cuts it.
I don’t know what you’d call it, but it appears to be a set of shears, I’m assuming hydraulically powered, similar to the jaws of life tools.
If you only have a few tires to cut, an angle grinder with a metal cutting wheel does ok, but it smokes.
