When i press the button to see how much charge is left on the battery only the first light goes on, but when i go to charge it the charger light is green. Does that mean that the battery can only hold 25% charge?
Are you noticing a dramatic loss in run time?

Does the charger charge your other batteries okay?
If not, charger is 10-2 Get a new one.
Otherwise, try the battery in question out and drain it right down. You can tape your trigger in the on position or just get a paddle bit and started making holes! Once the battery is dead, throw it on the charger and let it set overnight.
Is this a new battery?
If so, Milwaukee has one of the BEST warranties out there! Go to Milwaukee’s site. Check out the warranty section. If you dont have a receipt dont worry, they go by the date stamp on the battery. Milwaukee pays for shipping, just print a label off of the site and God willing you will have a new battery within a week.
