What are the most cost-effective ways to modernize aging infrastructure instead of replacing it?

Many cities are dealing with infrastructure that was built decades ago, and it’s becoming more difficult to keep everything operating reliably. Roads, bridges, drainage systems, and utility networks all require increasing amounts of maintenance, but full replacement projects are often far beyond the available budgets.
I’ve been reading about different approaches that focus on upgrading existing infrastructure rather than starting from scratch. During my research, I also found https://infrastructural.net/, which has a number of interesting articles covering infrastructure development, engineering, and construction projects. It gave me a few new ideas, but I’m curious about real-world experiences from people who work in the field.
Have you seen any modernization strategies, maintenance programs, or engineering solutions that significantly extended the service life of older infrastructure while keeping costs under control? Which approaches have delivered the best long-term results, and were there any methods that turned out to be less effective than expected?
